Conditions of Participation
Each author can participate in the film program OFF Rossija if he recognizes the regulations of the festival. Entitled to participate are non-commercial movies, max. two years old, with the durability not more than 30 minutes. Non-commercial film (following called film) is that which has acquired in connection with no economic contexts. Once a film is fed to commercial purposes he retires from the festival. In terms of this provision, a filmauthor is the one who makes films and has no commercial interest in this activity. Filmmakers have to be not more that 27 years old at the time of the film completion, which also applies to the members of youth film teams. There are no registration fees. In case of a large number of submissions, a pre-selection jury makes the decision about the admission to the festival. Each contribution receives a certificate of participation. The legal action is excluded.
Each submitter of a movie is responsible for ensuring that any thirdparty rights are not violated. All rights in the film remain with the author. With the recognition of the provisions of the festival the author agrees that his film is going to be broadcasted at the open channels of Mecklenburg-Western Pomerania for the festival reporting, used for communication within the meaning of the festival and copied for the archive of the Institut für neue Medien. Furthermore, the author’s permission is required for making copies. The demonstration copies of the movies have to be presented to the festival in DVD format. The participation of other formats require the previous vote with the festival host. Each suitable film has to be on a single disk. The material has to be handled carefully and gently, but the organizer shall not be liable for the damages of any kind or for any loss. Disks must be legibly and durably labelled with information about the film title, name and address of the author, and duration of the film. Final provision: By participating in the film program OFF Rossija, the authors acknowledge the conditions mentioned above.

Каждый автор может принимать участие в кинопрограмме OFF Rossija если он соглашается с правилами фестиваля. К участию принимаются некоммерческие фильмы, снятые максимально 2 года назад, продолжительностью не более30 минут. Некоммерческими являются те фильмы, производство которых не несет в себе экономических целей. Еслифильм приобретает таковые, то он не может принимать участие в фестивале. В рамках этих условий, киноавторне имеет коммерческой выгоды от производства фильма. Авторы фильмов не могут быть старше 27 лет на моментпроизводства данных фильмов. То же самое касается фильмов, сделанных кинокомандой. Регистрационные взносыотсутствуют. В случае большого количества заявок, отдельное жюри решает, какие фильмы выбрать. Все фильмы-заявки получают сертификат об участии.
Каждый киноавтор несет ответственность за отсутствие нарушения чужих авторских прав. Все авторские права остаются с автором. Принимая правила данного фестиваля, автор соглашается, что его фильм может транслироваться на открытыхканалах федеральной земли Мекленбург Передняя Померания для репортажа о фестивале, а так же что его копиябудет сохранена в архиве Института Новых Медиа в г. Ростоке. Копии фильма должны быть предоставлены автором в формате ДВД. Если фильм находится в другом формате, этодолжно быть заранее оговорено с организатором фестиваля. Каждый фильм должен быть предоставлен на отдельном диске. Демонстрационные фильмы должны быть аккуратно упакованы, но организатор фестиваля не несетответственности за любые повреждения или потери. Диски должны быть промаркированны информацией о названии фильма, имени и адресе автора, а так жепродолжительности фильма. Принимая участие в кинопрограмме OFF Rossija, учасники соглашаются со всеми правилами кинофестиваля.
